Germans skip International Draft again

I don't follow the logic here. The German soccer authorities want to keep everyone who is eligible for the national team in Germany. So they'd rather the players play in a less competitive league but be geographically close to one another, than play in a higher quality league far away. The World Cup isn't until 2011, and Germany just destroyed all comers in Euro '09 so the program isn't struggling. It couldn't hurt to have their players do a couple of months in WPS this summer, could it? I also don't know what the deal is with Africa. On an entire huge continent there have to be some draft-worthy players. Are their home nations also preventing them from signing with WPS or is the (silly) belief that African players are technically weak hurting them here?
