Women's Hockey: Context, Please

This New York Times article on the possible establishment of a women's pro hockey league backed by the NHL contains a good chunk of lazy reporting. How would a Canada-U.S. based league assuage concerns about the viability of the sport in other places? Nations like Russia and the Czech Republic have scores of excellent men's players but put pennies in to support women's player development (a Russian official actually told Hayley Wickenheiser that 'Russian women don't want to play hockey.' What?). Why does the IOC pretend to care about domination by one country only in the case of women's sports, and wasn't the decision to remove softball from the Olympics a politicized part of the decision to remove baseball? Some basic research rather than just taking everyone's statements at face value would have helped.
